You actually can type cmd into the search field in the start menu and it comes up in the list instantly.

Or if you are a die-hard run command fan like I am you can hold down the windows key and press "r".

Also, I ran this with the User Account Control stuff disabled, so if Windows is giving you permission woes, you might want to disable that as well...</description>
